By hiring employees with backgrounds in planning, natural resources and habitat conservation, Paladin provides the industry-specific knowledge necessary to help our clients overcome their unique IT challenges. 

Tim Smith – Business Manager

Tim is the Line of Business Manager for Panoramic Software.  Tim provides strategic direction, manages resources and oversees all business aspects of Panoramic. Prior to joining Paladin, Tim spent 11 years as Special Assistant to the Director of the Washington State Department of Fish and Wildlife. Tim was a principle author of the State’s Salmon Recovery Act and the Puget Sound Action Team. In addition, he initiated the Puget Sound Nearshore Ecosystem Restoration Program and Washington’s Salmon Recovery Lead Entity Program and coordinated federal issues for state environmental and natural resource agencies. Tim has a degree in Urban Studies from Seattle Pacific University.

Sara Simrell – Delivery Manager

Sara has been with the company since 2004. Since joining Paladin, Sara has managed software deployments including the Habitat Work Schedule System for the Washington Department of Fish and Wildlife and Public TRACS for US Fish and Wildlife. Sara serves as a client liaison and ensures that all services and software are delivered successfully including; data migration, custom development, business process analysis, training and education programs. Prior to her position at Paladin, Sara delivered education and outreach programs for Kitsap County, US Forest Service, Oregon State University Research Forest, and Umatilla Soil and Water Conservation District. Her degree is in Forestry from Oregon State University with an Option in Public Administration.

Jeff Pavey – Business Development and Implimentation Specialist

Jeff Pavey joined Paladin in 2010 to support business development and product implementation for the Panoramic product line.  Jeff’s focus is on Paladin’s growing client base of local government and regional transportation agencies.   Jeff is responsible for identifying opportunities, assessing agency needs and providing a targeted application of the Panoramic technology framework for each client. Before coming to Paladin, Jeff spent seven years in the nonprofit sector as a policy analyst, managing policy development and overseeing a federal grant programs for a large regional land trust and conservation organization. Jeff has experience working with public sector and with stakeholder groups to implementing policies that engender change at the local, state and federal level. Jeff holds a Master Degree of Public Policy from the School of Public and Environmental Affairs at Indiana University.

Colin Spikes – Implementation and GIS Specialist

Colin Spikes joined Paladin in 2010 and serves as a client liaison, project manager, GIS analyst, educator and graphic designer providing expertise in implementing and managing geospatially enabled information management systems. Colin is responsible for the successful implementation of the Panoramic Product Line for Washington State’s Habitat Work Schedule (HWS), a salmon habitat restoration project tracking, mapping, and reporting system. Prior to his position at Paladin, Colin managed and analyzed spatial data, delivered education and outreach programs, and performed environmental research for the City of Bainbridge Island, City of Gillette, Nexus Planning Services, and Tacoma Public Schools.

Brian Pursel – Lead Architect

Brian Pursel joined Paladin in 1999 and has lead the design and development of Panoramic since 2003. Brian has a bachelor’s degree in computer science and has been designing and building software for the last 25 years. Prior to joining Paladin, Brian worked as a lead on various DoD software projects for the US Navy. While at Paladin Brian has worked with NOAA Fisheries, dot com startups, and insurance providers. It was his work with NOAA Fisheries in 2001-2002 that caught the attention of Paladin executives who were starting development of Panoramic. Together with a small group of talented engineers, Brian continues to lead the design and development of Panoramic.

Kelly Luna – Senior Software Developer

Kelly Luna joined Paladin in 1998 and has supported a variety of projects including Panoramic and custom software for NOAA Fisheries. Kelly has extensive software development experience with both C# and Java languages and supports both the Panoramic product as well as Paladin’s SmartGov Community product which is a web-based, e-government solution that streamlines, automates and expedites community development and land use activities including permits, planning, inspections, code enforcement and citizen requests. Kelly has a degree in Environmental Biology from California State University Fresno. Prior to his career in software engineering, Kelly served as an environmental scientist in California and Washington.

Kien Dang – Senior Software Developer

Kien Dang is a senior-level Software Developer with 20 years of experience analyzing, designing and building business, scientific, and engineering software applications. He is a Microsoft Certified Solution Developer specializing in Microsoft C#, C++, Silverlight, and Visual Basic. Mr. Dang has an exceptional breadth of knowledge in graphics programming, GIS and mapping, and software development. Kien is in tune with the mapping needs of the natural resource and planning industries and supports the mapping technology for both Panoramic technology and SmartGov Community which is a web-based, e-government solution.

Chuck Freitas – Senior Software Developer
Chuck Freitas is a Senior-level Java and Microsoft C# developer with over 12 years of experience building web-based applications. He has extensive expertise building data integration software and has designed and built highly available, fault tolerant applications that run in the Amazon EC2 cloud environment. Chuck first joined Paladin in 2007 and has been a member of the Panoramic Development Team since 2011.
